Tallinn puts up for competition the building lease of the City Hall and the surrounding territory at the initial price of 60.9 million kroons hoping that by the year 2010 the developer will have the large complex refurbished and reconstructed it into conference and concert centre.
According to the words of Tallinn Vice Mayor Taavi Aas the City Hall could be reconstructed and the new buildings erected on the neighbouring real estates approximately in 3.5 years following the putting the complex and adjacent territory up for competition. Pursuant to the initial plan the City Government intend to approve the auction tomorrow, and the draft should reach the City Council in the middle of December.
«We would be happy if at the beginning of the new year the building lease competition could be announced, within one-and-half years conclude the real-right contract with the developer found through the competition, and the developer will have two years for the renovation of the City Hall,» mentioned Aas. The auction winner will receive the City Hall and the neighbouring real estate at its disposal for 50 years.
Together with the City Hall lot the competition will include six additional lots, of which four pertain to roads, green belt areas and seaside promenade, and on the two empty lots Logi Street 7 and 9 the preliminary draft included in the competition conditions permits to erect the series of new buildings, the height of which should not exceed the City Hall.
New hotel to stand next
According to the words of Aas, the city authorities would not like to see residential buildings on the Logi Street lots, but commercial buildings, which are connected with the conference centre established in the City Hall. Pursuant to the Vice Mayor’s assessment, a hotel should definitely be erected in the vicinity of the City Hall; in addition there could be some eateries.
The City Hall, which was completed in 1980 and is under protection, cannot be demolished, and although the special conditions in the field of heritage protection allow minor reconstructions of the building, its appearance also after becoming conference centre should remain similar to the current.
It is permitted to demolish one part of ice hall in the City Hall, but instead of it there should be erected a new part of the building of the same size. According to the initial plan, the ice hall will be superseded by a fair centre.
The City Hall may be built larger at the expense of its inner courtyards, and in addition the new two-floor scope is envisioned in the edge of the building facing the sea instead of the pools and the helipad currently positioned there.
There should remain e.g. the stairs leading to the City Hall roof, and the complex roof should be open to everyone also in the future.
The large hall of the City Hall with 4300 seats will also remain the heart of the future conference centre, but it will be supplemented by the series of smaller halls. In addition, the large hall will also henceforward remain open for concerts and musicals.
Conferences provide lucrative business
Kersti Kont, the Executive Director of the Estonian Association of Travel Agents, mentioned that the organization of large international conferences provides extremely lucrative business, and currently Tallinn is simply missing this opportunity.
«Such events could be freely organized also here, but at present there is no place in Tallinn, where to organize a conference with 1000 participants,» mentioned she.
The City Hall was completed in the year 1980, and for the original architectural solution the architects of the building Riina Altmäe and Raine Karp earned the gold medal and award of the President of the International Association of Architects.
The initial price of the building lease competition of 60.9 million kroons amounts to the triple size of the annual fee for the building lease of the local lots. Pursuant to expert assessment ordered by the city, the value of the City Hall real estate constitutes 243.4 million kroons; however, the total cost of its reconstruction and demolition of ice hall equals 729 million kroons.
The value of the 2,2-hectare real estate in Logi St. 7 positioned next to the City Hall is assessed in the amount of 199 million kroons, and the value of the real estate in Logi St. 9 with the area of 4510 square meters in the amount of 47 million kroons. The total area of the land lot set under the building lease together with the City Hall constitutes 9.4 hectares
